Regional Cooperation

Cooperation between regions of the Russian Federation and the DPRK traditionally play an important role in bilateral relations. Currently, more than 40 Russian regions cooperate with the DPRK in different fields, including construction, timber industry, agriculture, fishery, public health and textiles production. Regions of the Russian Far East, with Amur, Primorskiy and Khabarovskiy territories as the most active, playing a key role in this process.

The most effective direction of interregional cooperation is Korean labor utilization. The number of workers from the DPRK tends to increase following the realization of federal and regional programs for the Far East Region development.

Subcommittee for Regional Cooperation of the Intergovernmental Commission for Trade-economic and Scientific-technical Cooperation between the Russian Federation and the DPRK coordinates the development of interregional ties. The Second meeting of the Subcommittee was held on August 24, 2011, during the 5-th session of the Intergovernmental Commission.

Number of sistership cities is increasing: in addition to the already existing relations between Moscow and Pyongyang, Nampo and Saint-Petersburg, Vladivostok and Wonsan, agreements on direct cooperation between Amur region and South Pyongan province, cities of Khabarovsk and Chongjin were signed in 2011 and the agreement on cooperation between city of Ulan-Ude and city of Haeju has been reached in 2012.

Visit of the DPRK leader Kim Jong Il to Siberia and the Far-East regions of Russia and his summit talks with the President of the Russian Federation D.A.Medvedev in Ulan-Ude on August 24, 2011 had a considerable impact on regional interaction.

Visit of the Amur Region delegation led by Governor O.N.Kozhemyako to Pyongyang on October 17-21, 2011, turned to be an important event as well. Agreement on cooperation between the Government of Amur Region and the Ministry of Foreign Trade of the DPRK was signed during the visit (October, 18).

The exchanges between regions have noticeably increased in 2012.  Major of Khabarovsk A.N. Sokolov, Minister of culture and archives of Amur Region A.G.Samarin, delegation of Nakhodka city regional branch of “United Russia” political party led by the Secretary of the Political Council V.M.Loboda, Artyom city delegation led by Major V.M.Novikov, the parliamentarian delegation from Amur territory led by Deputy Chair O.V.Lysenko had visited DPRK. Delegations of Peoples' Committee of Southern Pyongan province, Peoples' Committee of Chongjin city, International Department of the Workers Party of Korea Central Committee, Committee for Cultural Relations with the Foreign Countries and Korean-Russian Friendship Society visited Russia.  

The amount of trade between regions of Russia and the DPRK is yet characterized by small volume as well as the bilateral trade between our countries itself ($113,7 millions in 2011). Primorskiy Region holds the most significant share of the interregional trade being the main supplier of oil, refinery products, rolled iron and coal to the DPRK. Main items of Korean exports to Primorskiy Region were sand and construction materials for the APEC-2012 sites.
